In my town, Santa Cruz del Norte, it isn’t that the team from Ciego de Avila has that many fans, but many people supported them only because they’re against the “blue lions” of the capital.
This is because people in the provinces tend to look at capital city residents as bigheaded, arrogant and cocky.
What reinforces this is that in real life are legal regulations that give privileges to the inhabitants of Havana.
Their ration books entitle them to more products, while people from the provinces are effectively prohibited from settling in Havana due to the enormous numbers of conditions and procedures required for them to meet under the law.
In short, there are a whole series of privileges along with all that’s implied by the simple fact of living in the capital.

The Great Lakes Bay Regional Leadership Institute wrapped up its fifth class recently with 38 students completing the program.
The mission of the Institute is to further develop and engage leaders who are knowledgeable and dedicated to the Great Lakes Bay Region and prepared to lead regional collaborative efforts. The Great Lakes Bay Regional Leadership Institute is supported through the Midland Area, Mount Pleasant Area, Bay Area and Saginaw County Chambers of Commerce and operates under the umbrella of the Great Lakes Bay Regional Alliance.
The Great Lakes Bay Regional Leadership Institute was planned and implemented by a steering committee of various regional business and education representatives, and graduates of the past four year's Institute classes. The committee was chaired by John Decker of Braun Kendrick.

Gov. John Kitzhaber is loosening the state's grip on land-use planning.
The governor quietly signed an executive order May 10 opening the door for three southern Oregon counties eventually to allow new development on some farm and forest land.
The order directs the state to work with Douglas, Jackson and Josephine counties on new criteria for designating certain land uses, and environmentalists who have fought such regionalization efforts in the Legislature are cautiously going along.
The process could spark a revision of two of the 19 goals that guide land-use decisions.
Critics of Oregon's land-use restrictions have long sought more regional influence.
Some southern Oregon landowners complain that farming or forestry can't realistically be profitable on thousands of acres that are restricted to those uses under the state's current rules.
The Sustainable Communities Initiative proposed by the Regional Planning Commissions in NH allows local towns to come together and develop a long term planning vision for their communities, the region and the state. Described by some as a ‘Master Plan on steroids’ it is a collaborative grassroots effort to integrate local interests, priorities and perspectives into regional plans and ultimately into a state-wide strategy.
The nine regional planning commissions in the state will work with their individual towns to gather information on their planning efforts with respect to land use, transportation, housing, economic development, environmental planning, and public health among other issues to develop a comprehensive plan for the region. It is does not diminish the individual town’s Master plan, zoning or their vision for the future. On the contrary, it would enable towns to review each other’s best practices, goals and plans and arrive at a consensus-based document. ...

There are good reasons to consolidate.…Follow these tips:
• Focus on value for the dollar rather than just on cost. This will help mitigate the need to continually re-consolidate.
• Understand the perspective of the "customers" of the functions being consolidated and take those into consideration in developing the consolidation approach.
• Consolidation usually involves merging two organizations into one. Consider integrating functions into a new structure rather than merging existing structures into one another. The former involves making things work more seamlessly for the customers, while the latter relies on putting two or more organizations under a single chain of command.
• Usually consolidation involves adding a level of management. Consider a process of "flattening" concurrent with the consolidation process.

Federal figures show the Peoria region is a major U.S. exporter, sending abroad more merchandise per person than any other part of the country.
Peoria's port district TransPORT said Tuesday the five most popular products exported from Greater Peoria are machinery, fabricated metal products, chemicals, transportation equipment and electrical equipment.
Most of the products are headed for Chile, Canada, Brazil, Belgium and Australia.
The Peoria region exported nearly $30,000 worth of products per person in 2010. That's according to the International Trade Administration, a bureau of the U.S. Department of Commerce. Exports totaled more than $11 billion, making the Peoria region the 22nd largest export market in the nation.
Manufacturers exporting to world markets from Peoria include Caterpillar, Komatsu, Case New Holland, Kress Manufacturing and Excel Foundry.

By the time the next census is taken in 2016, Statistics Canada projects the country will be home to as many senior citizens as children. Broward County Commissioner Lois Wexler said she spent two years meeting with Agency for Health Care Administration officials about the error-prone billing system that caused the county to question a chunk of the bills it received. But nothing ever got done, & Broward's backlog grew by tens of millions.
…53 counties and the Florida Association of Counties sued the state & asked that the law be declared unconstitutional. Wexler said she isn't convinced that more conversations with AHCA will be enough to solve the problem.

Greater Manchester is set to take control of the region’s railways – in an historic move that promises better trains, more carriages and improved services for passengers. Transport chiefs in the region are the forefront of plans that would see power over rail services in the north of England devolved from Whitehall. The Department for Transport would hand over responsibility for rail franchising to a new body made up of transport chiefs from each region in the north.
